Proposal: Let’s Introduce Some Law and Order

Add the following to the first paragraph of the rule 1.7 Gamestate Tracking:

A proposal, call for judgment, or declaration of victory cannot simultaneously be any other type of official post unless otherwise specified by dynastic rules.

Thank you Yoda for helping me word this. I think I’m starting to get the hang of this stuff.

for I think this is specified for DoVs already, by the way, but that’s from memory. (Various simultaneous official post scams have happened in the past; each time, that single scam was patched, but apparently left scope for more. Recently, though, help from dynastic rules has been needed.)
