Proposal: like a craction

Create a new rule called “Naval Terms” with the text

Maritime(X) actions, where X is a positive non-zero integer, are actions which can only be taken X or fewer times per Watch. If X isn’t present it defaults to 1.

If the text “Once per Watch” exists in the ruleset, change it to “As a Maritime action”

There’s not really a point if there isn’t going to be actions which can be taken more than once per Watch, so imperial

It allows new rules to refer to any or all maritime actions, in general. I may need that soon.

@Kevan: Yes, it should. Arguably, We should come up with different terms for once per vessel-Watch, once per Captain-Watch, and once per watch for everyone.

Maritime feels like it be good for the boats, and command action feels like a good name for the captains. Watch events may be the best name for communal actions.
