If there is no rule “Relevation”, create a new dynastic rule with that name and the following content:
The Doge shall, as soon as reasonably possible for them after an Elector has achieved victory, reveal each dynastic action that was taken by privately messaging the Doge, including the actor and the timing of the action.
Until a DoV passes, achievement of victory is a matter of belief not of fact. I feel like an “after an Elector has achieved victory” would not apply until after a DoV. Otherwise you run into risks of mistakenly believing someone has won but turns out you were wrong.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.

This is a dynasty action. So it cannot be done during Hiatus, which will last between victory being declared and the new ruleset going in which will wipe this rule.
So maybe include a cause that allows him to perform this action during Hiatus?
