Add the following rule to the ruleset, titled Security:

Whether or not Earthlink Tower is on Lockdown is publicly tracked. To place Earthlink Tower on Lockdown, perform the following atomic action:
* Activate the special case rule No Collaboration.

To take Earthlink Tower off lockdown, perform the following atomic action:
* Deactivate the special case rule No Collaboration.

Any citizen(s) on the same floor may communicate freely with one another, regardless of restrictions imposed by the special case rule No Collaboration.

No Citizen may achieve victory while Earthlink Tower is on Lockdown.

Add the following Zone Rule to Security:

Comms Desk: This zone has a cache containing:
1-70: Radio
71-90 Keycard
91-100: Flashlight

Add the following to the list of items described in Supply Requisitions:

* Radio: While Earthlink Tower is on Lockdown, any Citizens with a radio may communicate freely with each other through PMs on the BlogNomic website. If they do, they must CC the drone on any/all communications.

If the proposal “Some Zone Rules” wasn’t enacted, the rest of this proposal does nothing.

Add the following step to the atomic action described in The Clock:

* If the number of players with a Heat Signature is greater than or equal to quorum, place Earthlink Tower on Lockdown.

Rephrase Floors’ Zone Rule as follows:

Emergency Exit: A Citizen who is occupying this Zone may freely set their Floor to any Floor, as long as Earthlink Tower is not on lockdown.
