Change the text of Zone Rule for “Floors” to
Blockade: A Citizen who is occupying this Zone may never have their Floor changed—any actions which would change their Floor instead have no effect on their Floor.
For far too long have the rich snobs at the top of the tower looked down upon us basement dwellers! Its time we rose up and made them feel fear for the change! Fellow workers rise up! You have nothing to lose but your chains!
