Proposal: Loft and Found

If “Opportunity Cost Knocks” enacted, replace “When a Seller gains a Good in this way” with “When a Seller Searches their Attic” in the ruleset.

Each Seller then loses £5 for each time they Searched their Attic and did not gain a Good as a result, since the time at which “Opportunity Cost Knocks” enacted.

Moving the cost to the search instead of the finding, so that you can’t just search for the rarest things fifty times until you find one. With a cautionary fine for anyone who tries to exploit the loophole before we fix it.
