In “Annoyingness”, change
If the result of the die roll is less than or equal to P, transfer the result of the from the Distractee to the Distractor.
to
If the result of the die roll is less than or equal to P, transfer the amount of the Bounty from the Distractee to the Distractor.
If a quorum of players also made a comment of “Pay Attention!”, change
Roll a DICE(P+F+B-3) where P is the amount of annoyingness the Distractor spent, F is the focus of the Distractee, and B is the bounty.
to
Roll a DICE(2*(P+F)+B-3) where P is the amount of annoyingness the Distractor spent, F is the focus of the Distractee, and B is the bounty.

Not really. That’s less maths, but defining a Bounty as something that you choose and later double is just putting the confusion elsewhere.
I’m just generally against overcomplicated equations in BlogNomic, as they favour the players who put the most effort into crunching the numbers and keeping track of current possibilities, and make for (at least in my opinion) unsatisfying scams when someone plugs weird inputs into an equation and produces an output that nobody really expected. For example: how much more useful is Derrick’s 18 Annoyingness than Scholasticus’s 7 right now? Is it brokenly more useful? I haven’t worked it out.
If somebody was explaining a boardgame to me and said “so when you want to steal from another player, just calculate 2*(P+F)+B-3”, I would glaze over. I can see how we build these things up, that we keep tweaking them to add additional balances or fairnesses (or unfairnesses), but I don’t see that as happening in a vacuum. If a rule becomes too complicated to keep track of, that also needs fixing.
