Change the first bullet point under the subrule “New World Order” to the following:

Collaborator Victory: A Cell has achieved Victory if it has an Ideological Proximity with the Ministry of Information of 2 or more, is not Hot, is not Off-Grid, and has at least 1 adherent, and every other Cell is either Hot, Off-Grid, has no Adherents, or has never had a published Most Wanted score above 5.

Making the first possible condition of victory a little more exact, or closing a loophole, if you will: A cell should have to be in good standing with the emperor to achieve a Collaborator, not just make everyone else be in a bad one.
