Proposal: made to be broken

in the list of bullet points in rule two point one… replace the word may with should.

replace the eighth word of the fourth sentence of rule two point one with the word deterred.

and also in that rule… instead of saying breaks one of these rules… say breaks one of these guidelines.

Per ais523’s observation, we probably shouldn’t be saying that we “may not” use these words (as it means you’re performing an impossible action when you accidentally do so), just that we “should not” and may get punished for doing so.
