Make Darth Cliche an Admin.
Add a new rule, called “Work”, with the following text:
As a weekly action, a Tourist may Work For The Locals. To Work For The Locals, a Tourist makes a Story Post detailing their work. Within a period of 72 hours after the post was made, each Tourist may vote for it once, by posting a comment to it containing the FOR icon. After the period ends, the Tourist who made the post may increase their Money be DICE100 for each legal FOR icon in the comments of the post.
The only reason this makes me an admin is because “make yourself an admin” proposals are the only ones that can be made by Idle Tourists. I’, already an admin anyway.
You should vote FOR work posts which you think have good flavor.

Nothing lets you make a proposal while Idle. You can, however, perform admin duties while idle.

Tourists who wish to become Admins may sign up with a username for the Ruleset Wiki, and submit a Proposal to make themselves Admins.
...
For the purposes of the Ruleset, excluding Rules 1.1, 1.2 and 1.8, Idle Tourists are not counted as Tourists.

Not to speculate on motives here, but does Darth Cliche really “wish to become an Admin?” If not, he cannot make this Proposal.
In any case, it would set a bad precedent for allowing Idle Tourists to submit Proposals nonetheless. DC, you should just unidle.

Even if rule 1.2 says you can try and become an admin, you still need to be unidle to take the action of creating proposals under rule 1.3, which is not under the exclusion specified by rule 1.2.
Allowing it would be akin to making them always count towards quorum even when idle, which could be clearly nonsense (yet allowed under this kind of logic).
