Proposal: Making adminning slightly less cumbersome

In the Rule titled Random Loot, remove the sentence:

Whenever an admin enacts a proposal by an @, its author Finds Treasure.

It’s already pretty cumbersome to enact Proposals….

against I like the fact that you gain treasure when a proposal of yours gets passed. I do think that that sentence needs to be in a more logical location in the ruleset, however.

against I’d prefer it if the onus was clearly shifted to the proposer rather than the admin.
