To “The Plan”, add:-

If a pending proposal includes a proposed amendment to this rule, then votes cast on that proposal by Activists with blank Identities are ignored when determining whether the proposal is Popular or Unpopular.

Finalising the plan details feels like something that we should be doing in character.

Ok, I thought of a way that this could be abused, and the requirement for more than one vote provides some protection, as does requiring a quorum of votes to pass (and quorum isn’t lowered by ignoring votes cast).

I still think it could be abused by including clauses that have nothing to do with the plan, though.

Sure, it can be easily kicked around in both directions (include a meaningless amendment to The Plan in an unrelated proposal to give it a vote restriction; avoid the vote restriction by enacting a new “the Plan Location is considered to be rule”), but anyone who tries that will have their motives questioned - which is what this proposal is hoping to encourage.

With the regular quorum and one-vote clauses intact, I can’t see that there are any serious proposal abuses possible here.
