In the subrule “Regional Development Fora”, replace this text:
if the sum of all Effort allocated to it by Cities in their Responses is greater than the Effort Value
with this text
if the sum of all Effort allocated to it by Cities in their Responses is at least equal to the Effort Value
Those must have been some compelling reasons someone provided to you. I’ll take it.

Ok, here’s a compelling reason: you’re in a Region with other City Architects that aren’t idle but also aren’t participating as actively as you are. You’d like to pass some Effortful Motions, but the “greater than the Effort Value” is requiring more participation than can be managed for your Region, so the respective Cities in your Region are stuck unable to grow.
Now, if you prefer to have the challenge of overcoming this, I’m not here to stop you from struggling against barriers that you can change. I’m just here to suggest that the struggle isn’t necessary.
If you’re looking for something more compelling than this, I don’t have anything to offer at the moment.
