In “Thermostat”, replace “Setting the Monitored Architect’s Food to 10 times the number of Hydroponics and Dock Modules” with:-
Setting the Monitored Architect’s Food to twice the number of Hydroponics and Dock Modules
In “Health and Safety Regulations”, replace “Their Food is less than five times the number of Quarters modules” with:-
Their Food is less than the number of Quarters modules
Divide every Architect’s Food by 5.
Easier to see how things stand, if the Food value is directly equal to the number of Quarters that a moonbase can support.

So the mechanic is exactly the same, but the numbers are smaller and easier to work with.
