Proposal: [MIC] Righteous Relic Retention Redux

Replace the “THEREFORE” section of the rule “Relic Control” with the following:

THEREFORE the Chairman may, as a daily action, grant ownership of the Relic M to any other Citizen, regardless of who currently owns the Relic, subject to the restrictions below.

Create a new subsection of the rule “Relic Control” titled “Righteous Relic Retention” with the following text:

WHEREAS the value of the MIC Relic to the people has been established;
WHEREAS things of value should not be lightly taken from a loyal Citizen once granted;
THEREFORE the Chairman may not grant ownership of the Relic M to any Citizen if it is currently in the possession of another Citizen who has been deemed “Loyal”.

Do I need to explicitly vote for my own proposal, or is it understood?  Just in case ...  for

There’s no need to vote on your own proposal unless you want to either vote def, self-kill or if proposal says if more than half the counted votes say something, another rule comes into effect, then you’d probably give an explicit author FOR.
