Strike “Less than twenty four hours have passed since the posting of that DoV and” from the second bullet point in Law 1.9
Strike “If no clear decision is reached after 24 hours a DoV has been posted, that DoV fails.” from Law 1.9
Reword the first sentence of Law 1.9 by striking “entitled “Declaration of Victory”’ and replacing it with ‘in the “Declaration of Victory” category’.
I also notice that 1.9 requires that the GNDT value of blessings be reset to 0 upon Ascension, so append the following to Rule 2.1 (blessings) as an additional paragraph: “Blessings are not set to 0 or blank upon ascension, unless this rule is repealed. In such an event, a note should be made upon each Monk’s user page detailing how many Blessings they attained. This paragraph takes precedence over the fourth-to-last paragraph of Law 1.9”
This rule is still a horrible mess, though.

It would be easier to see the effect of your proposal if you said something along the lines of “Change rule 1.9 to read…” and then slap the full text of the new rule in a blockquote.
