Proposal: Mob Juices [Demand]

If Proposal: Mob Justice fails, this proposal does nothing.

Replace the subroutine ARLK with the following:

ARLK - Threshold: 10 OI. All effects of this subroutine need to be Countersigned. The Subject of this subroutine is given the Injured Condition. If its Subject is already Injured, their Condition is instead changed to Disabled. If its subject is already Disabled, this subroutine has no effect.
