If there is an institution named “The Bank”, reword its description to:

When a Player Influences the Bank, they gain one Credit for every other Player who Directed at least one Credit to the Bank that Cycle.

This seems like it would create a vicious cycle of avoidance. If you’re just directing token credits in expectation of restocking bonuses, then this is the last institution you’d target that way (as it potentially helps someone else), which in turn decreases its value to anyone actually trying to influence it.

@Murphy, this seems like a good thing to me - it requires balance. Perhaps we should add “each player that directed credits at the Bank gains 1 credit for each 10 credits directed at the Bank amongst all the players that Cycle.”
