As much as the rule sounds good in its current state, the game just isn’t quite active enough to justify leaving it alone.

Am wondering now if any mid-dynasty recruitment drive is misguided, as it’s always better from a new player’s perspective to join at the start of a dynasty, at least in terms of learning how to play Nomic without being overwhelmed by the existing dynastic rules.
