If any Capital cards are attached to Settlements, apply the Up effects of all which are in the Up state (in a random order) then unattach all of them.
Rename “Redlander King” to “Redlander Farmer”.
Rename “Barban Capital” to “Barban King”, “Redlander Capital” to “Redlander Emperor”, “Mudling Capital” to “Mudling Queen” and “Grassfolk Capital” to “Grassfolk Empress”.
Change those last four cards from “Structure” to “Person”.
Capital Throne-moving effects won’t quite work when we have multiple Capitals in play. (Or, at best, the player who takes the Draw action will get to pick the unspecified order for “perform the effect of each attached card”, leaving the Throne in a Capital of their choice.) This proposal makes the Throne moves into one-off Person effects.
(The fact that Capital Downs are “increase a rating of a [faction] community [of your choice] by 1” suggests these weren’t actually intended to be Structures in the first place.)
