Hmm, I don’t think “must perform this action before performing any other game action” is actually binding. It’s not a rule, and all proposals can legally do is amend rules and gamestate.

We’ve had proposals interpreted as automatically creating anonymous dynastic rules to track such things in the past. (Many people consider that to have been a mistake, though.)
