Proposal: No, After You

Reword “Contingent Proposals” from “If a proposal starts with the text “Dependent on X”, where X is the name of a proposal or a list of proposals, if any of those proposals fails, the Dependent proposal is considered to be Self-Killed.” to:-
If a Proposal (the “Dependent Proposal”) starts with the text “Dependent on X”, where X is the name of a proposal or a list of proposals (the “Higher” proposal or proposals), then:
- The Dependent Proposal cannot be enacted if any of its Higher Proposals have not been enacted.
- If any of its Higher proposals have failed, the Dependent proposal is considered to be Self-Killed.
Seems odd that an explicitly Dependent proposal can - with a Super Quorum of votes - actually end up enacting ahead of the Proposals it is depending on.
