Change “Quorum Tiebreaker” to read:
While at least two teams have multiple members, the author of a Votable Matter cannot be considered to have voted FOR on that Votable Matter.
Simultaneously addressing the issue that is raised by https://blognomic.com/archive/drive_the_wedge, which would allow one incoming player to join team “Enhancement Talent” and negate the Tiebreaker.
I think I can veto this, despite “Malign Emperors” saying “The Dark One may not cast a vote of VETO on any Proposal whose effect is limited to the dynastic rules or gamestate”—there is no longer a dynastic rule called “Quorum Tiebreaker.”
