In the rule “Fuel”, change the text

Each Shuttle with less than 15 Fuel may gain 3 Fuel as a weekly action. Each Shuttle with less than 15 Fuel may gain 3 Fuel as a weekly action. The Traffic Warden may gain Fuel in this way even if it has 15 or more Fuel.

If no Shuttle has done so yet this week, any Shuttle may Order Fuel.  When they do, each Shuttle with less than 15 Fuel gains 3 Fuel.  The Traffic Warden gains the 3 Fuel even if it has 15 or more Fuel.

If it’s a Monday or Tuesday, remove 3 Fuel from each Shuttle who has claimed 3 Fuel from “Each Shuttle with less than 15 Fuel may gain 3 Fuel as a weekly action” this week.
