Add the following to the end of the rule “Inquisitions”:
If a Believer in a Cult has performed an Inquisition against another Cult, no other member of the first Cult may perform an Inquisition against the second Cult for seven days.
Inquisition is already a weekly action. 
And do cult members know each other? I see this as optional, unless i’m missing something.
Its weekly, but every member of a Cult could do the same Inquisition, if it worked.
Per Quirck; you might not know who’s in your Cult (or who actually made the Inquisition, if they don’t tell you) - it’s not much fun to be blocked from an action without realising.
I agree there is the problem, but its hard to have cult weekly actions that non-leaders can perform.
I think Inquisitions should be considered a Believer’s action rather than a Cult’s action.
