This would make it impossible for loyal Citizens to obey any future execution orders against higher-ranking traitors and mutants. I’m sure we’d have a more productive society if killing a higher-ranking officer without permission was merely very treasonous.

@Kevan: This is an INFRARED rule for a reason.  Presumably, anyone with orders to terminate someone also has a high enough clearance to access the weapons locker.

Then again, ordering an INFRARED Citizen to terminate an officer despite not having the means to do so is very Paranoia.

How to terminate someone? Introduce “killing” first, then we can speak about restrictions for the INFRARED Underground
