In dynastic rule Influence, replace
“As a daily action, a Cardinal may make a Speech, increasing the Influence of three other Cardinals by 1”
with
“As a daily action, a Cardinal may make a Speech, increasing the Influence of three other Cardinals by 1 OR decreasing the influence of two other cardinals by 1. An individual speech my only serve to increase or decrease influence.”
Daily actions to increase influence can easy grow very quickly. Decreasing influence could keep influence levels in check.
Increasing Influence can be a difficult call, but choosing who to decrease is easy.
