altering a proposal doesn’t mean a rule thus no proposal can pass thus we all lose.

Proposals can only alter proposals, right? And rules are not considered proposals. Unless there is a proposal that can alter itself, we’re doomed.

That doesn’t say that a Proposal must *ONLY* alter Proposals…
