Remove the paragraph beginning “Kaiju Gods may not be involved in the completion of more than two Monsters” from “Monster Mash”.
Not until we know what the benefits of Monster creation are going to be.
But we don’t know the drawbacks or (more likely) the limits, either. I’d fully support a “only one Monster per Kaiju God can be inside the city at a time” sort of restriction - I’m just enjoying drawing the monsters, even if most of them end up spending the game on the sidelines.

I agree with Hix that we shouldn’t allow unlimited monsters when a proposal will eventually pass that will give them some effect.
I agree with Kevan that we can find some other arbitrary way of restricting which monsters are relevant; drawing monsters is fun, and we all like fun, so let’s have more of it.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
