Add a new INFRARED dynastic rule to the ruleset. Call it “travel permits” and give it the following text:
Each Officer may change their home-sector to match any Citizen’s home-sector as a weekly action.
The High-Programmer SHOULD Promote or Demote this rule at least once each week.

There is a Form to change home-sectors. This should be sector, not home sector.
I would be FOR if it said sector instead, but I don’t want home-sector to be something that gets changed that often.

I was considering it anyway, just don’t like doing it so early in the life of the prop.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
The game has been running since 2003 and resets every month or so. Have a look around the wiki for more information and history. New players are always welcome and can join in the game at any time.

Surely current sector (introduced by a proposal somewhere down the queue, that IIRC hasn’t passed yet but is passing) would make more sense than home-sector?
