This is way too loosely worded - I could right now go to the tracking, add 1000 of every resource to myself, say it was “based on the result of that Production of Resources Action”, and this would uphold it.

Yes, no need for the second half, the upholding keyword includes “and to declare that all attempted game actions taken after it were attempted as if the Upheld action had been successful” so that we don’t have to address subsequent actions every time.

Should probably also say which specific attempted Production Resources action you’re referring to here (by timestamp), so that a scammer can’t do something weird and illegal and call it a ‘Production of Resources action’.

Does this work?

The entire “and all following actions taken based on the result of that Production of Resouces Action as long as those actions would otherwise be legal according to the rules” is redundant, the definition of the Uphold keyword already covers knock-on actions.

Just saying “Uphold the most recent Production of Resouces action taken” depends on whether you think anyone might try a scam of “I give myself a hundred resources, oh and this also means I have achieved victory, I call this move a ‘Production of Resouces’”.

I’d phrase it as “...taken by Trapdoorspyder” or “...taken prior to this CfJ being posted”.
