Call for Judgment: Out of order enacting

I’ve just admin’d 4 proposals but I inadvertently did it out of order.  I should have admin’d….

Orchestral Positions (enacted)
Strict Time (enacted)
Patch (enacted)
Cacophony (failed)

...but, as you can see, I actually did it in this order.

Orchestral Positions (enacted)
Patch (enacted)
Cacophony (failed)
Strict Time (enacted)

i.e. I missed Strict Time on the way past and only noticed after I’d admin’d two more propsoals.

These proposals didn’t affect each other.  However, on a strict reading of the rules, Patch & Cacophony haven’t been admin’d (and the ruleset wiki page therefore doesn’t reflect the actual rules).

This CfJ proposes that the admining of the 4 proposals mentioned above should be considered valid.

“Orchestral Positions” and “Strict Time” were legally adminned, right?  In that case, I’m off to legally admin the other two (which won’t require ruleset changes, since you did all the work) which are technically still Pending, no?

Correct.  But how do I (or you) admin a proposal that I’ve already marked as admin’d?

Well…  pending status is regulated by the Ruleset, and is thus Gamestate.  Since “The Ruleset and Gamestate can only be altered in manners specified by the Ruleset”, and since nothing permitted you to change the status of “Patch” or “Cacophony”, they are still considered pending.  Now I use rule 1.5 (twice) to admin the real “oldest pending proposal”. Most of the work was done for me; I pretty much just had to add a comment to the admin field—the admin timestamps have updated. against
