Add a new rule to the Dynastic Rules entitled “Parliamentary Procedure” as follows:
If any Honourable Member posts a Proposal or other type of post without placing it in the correct category, the Member should lose 3 Credibility and their Proposal shall not be considered valid.
Also, this gives us a place to create new Procedures specific only to this Ruleset, which feels appropriate
He means what I did - which was totally accidental, by the way.
That is, when posting, to either omit the category (in the ‘category’ tab, or to choose the wrong one.
While interesting, I don’t think this will have much affect, unless I keep making this error. 
If it’s not in the Proposal category then it’s not a “Proposal”, so this bit would never be triggered.
I do like the idea of punishing Honourable Members for not acting carefully, but Kevan is right.
given you only need a quorum of votes containing the arrow, whatever that means, I need to explicitly cast an EVC on every proposal ASAP to prevent them from passing too soon.
It won’t pass faster than the time needed to clock out, the only thing that happens is it can pass before the oldest pending proposal.
