Proposal: Patch for Chief of Security

If the rule “Chief of Security” is enacted, change:

Any Crewmember may remove the Confined condition from the GNDT if it was given more than 24 hours prior.

to:

As a Cerebral action, any Crewmember may remove the Confined condition from the GNDT if it was given more than 24 hours prior. The Chief of Security may not Confine the same Crewmember more than once per week.

Two fixes for my previous proposal.
