Please help

I apologise for the intrusion, but how do you propose a compition? i can’t find it in the ruleset and i am not sure whether to send it to the riddler or to post it as an entry.

oh, i am sorry everyone, it was is the Frequently Asked Questions all along. i should have checked there before i posted
