Add a new subrule to the dynastic rule. Call it “Weather Events” and give it the following text:
A proposal authored by the Landlord or the Wife that modifies the Garden Patch and does not modify any other gamestate is an Event Proposal. An Event Proposal may be enacted or failed as though it were the oldest pending proposal even if there are older pending non-Event Proposals.
A vote by the Landlord or Wife on an Event Proposal counts as two votes for the purpose of determining enactment; Quorum on an Event Proposal is therefore considered to be 1 higher than on a normal proposal.

I think that instead of doing this, we’re going to come up with set dates for when the events will occur. At the moment, we’re still discussing exactly when those dates will be.
