In “Vampire Lords”

replace

Power Actions always require that their Cost be paid from the Puissance of the Vampire Lord carrying it out.

with

Power Actions may be performed at any time but always require that their Cost be spent from the Puissance of the Vampire Lord carrying it out. Spending the cost and performing of the action is considered to be an atomic action

Right now its a bit unclear if you can actually perform Power Actions

Seems valuable to also replace “pay” with “spend,” since the latter has much better guardrails from the appendix.

I normally wouldn’t pick a nit this fine but it’s already a nitpick proposal under the edit window, so: can the “, and” become a sentence break? Otherwise it’s ambiguous whether the Power Action is an atomic action, or “considering [it] to be an atomic action” is just another condition attached to “provided” - something that the performer has to briefly consider it to be, so as to do it.
