Proposal: Price and Precedence

If the Proposal entitled “Census and Censurability” has failed, this Proposal does nothing. Otherwise:

Reword the text “As a Cyclical Action, a Cell may create a Vouch (naming a Citizen and a Cell) and send it to the Ministry of Information” in the rule “Adherents” as follows:

As a Cyclical Action, a Cell may create a Vouch (naming at least one Citizen, and a single Cell) and send it to the Ministry of Information

Reword the text “For each Vouch received during the previous Cycle which named a Citizen who Adheres to the Vouching Cell, change the Cell to which that Citizen Adheres to to the Cell named in the Vouch” as follows:

For each Vouch received during the previous Cycle which named only Citizens who Adhere to the Vouching Cell, and which named a Cell with an Ideological Proximity of at least 1 with the Vouching Cell, in order of receipt by the Ministry of Information: change the Cell to which those Citizens Adhere to to the Cell named in the Vouch (unless after doing so the Vouching Cell would have fewer than two Adherents).

Add to the rule “Adherents” the following text:

Each Cycle, the Ministry of Information must carry out the following atomic action:
* Secretly randomly order the set of Cells with no Adherents.
* For each Cell in that set, in the above order, if there are at least two Citizens who Adhere to no Cell: select the first two Citizens (in alphabetical order by Citizen name) who Adhere to no Cell and set their Adherence to the chosen Cell.

I suppose we’ll want to roll all of these “Each Cycle, the Ministry of Information must” actions into a single mega-atomic action that actually says what order to do them in, at some point.

against i’m aware its only meant to be a starter for those with no adherents, but i don’t like this method of gaining adherents! it should involve Ideology somehow, since that’s a major mechanic attached to both cells and citizens.

(and i also think that vouching should care compare citizen-to-cell rather than cell-to-cell ideology)
