Proposal: Procedural vetos

After the second bulleted list in rule 1.5, add the following paragraph:

If the RNG’s most recent EVC is VETO, and that EVC includes the word “Procedural”, the proposal can be failed immediately by any admin, even if it is not the oldest pending proposal.

This allows the RNG to immediately fail proposals without requiring that all vetos fail immediately.

imperial I support, but only conditional on the RNG. If the RNG would prefer a different keyword, or for all vetos to fail immediately, I’ll re-list.

against Um, “EVC” is not a typo for “Vote”, it’s a completely different concept.  A vote is FOR, AGAINST, etc. or the icon used to signal such.  An EVC is the whole comment that includes the vote.

A correct wording would be “If the RNG’s most recent EVC contains a counted Veto vote, and that EVC includes the word ‘Procedural’...”

Also, “the proposal” is used without any proposal being specified.  Change it to “the vetoed proposal”.
