Proposal: Proposal: No Befuddled Left Behind

Add to rule 2.1:

A Befuddled with greater than 100 IQ may transfer IQ to a different Befuddled who has less than 100 IQ, provided that the former remains above 100 IQ, and the latter remains below 100 IQ. Such transfers are limited to 10 IQ per week.

It looks like this got edited into the proposal category after posting. Sadly that’s not legal, mostly because it throws off the pending proposals time tracker. Would you mind re-posting it as a new post in the correct category?
