Create a new rule, “Protection”:
For the Purposes of altering the Core Rules, Quorum is treated as 2/3*X where X is the number of active players (rounding to the nearest whole value), instead of its usual definition.
. I do not think any change depending on the current Quorum has ever been made to the Core Rules.
To elaborate, this proposed change doesn’t affect whether proposals modifying the Core Rules pass, and it also doesn’t affect what happens when those proposals pass.

It replaces the regular definition, but only in certain cases.
it doesn’t make much of a difference. Just nobody mess with the core rules and it won’t be a problem.
BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
