against Voting allows the game to continue through junk DoVs. But if a proposal’s going to fail then it doesn’t matter when it does so.

against.  Say quorum is five, and at the start of hiatus, there are three AGAINST and two FOR votes on a given proposal.  If the proposal woudn’t have timed out but for the hiatus, then there’s would still be time for additional votes or changes of vote to turn it around.

Vetoes; that I could arguably see.  (I’m not arguing in favor of permitting vetoes during hiatus; I’m just acknowledging that the circumstances are arguably different.)

Often game-state can change when a proposal fails, so it isn’t a harmless action.
