though I feel that technically Dark Tyranny in its current form does nothing because the “This rule cannot be overruled by any other rule in its application to Calls for Judgement or Declarations of Victory.” line in “Enacting and Failing” technically refers to “Votable matters” as “this rule” and thus the entirety of Voteable Matters cannot be overruled by other rules in its application to Calls for Judgement (but unfortunately, a CfJ challenging that could just be vetoed under an alternative understanding of the rules)
