In the Core Rule “Enactment”, replace all occurences of “The oldest pending Proposal” with “The oldest pending Proposal, or the oldest pending non-Local Proposal, “

Add a paragraph to the Dynastic Rule “Arrow of Time” with text:

When this Rule is Repealed, remove all occurences of “, or the oldest pending non-Local Proposal, ” from the Core Rule “Enactment”.

Although it would have been better if we’d insisted that the oldest pending proposal must be admin’d if it can be admin’d.  If this passes, admins could just not bother to ever enact local proposals.

Thelonious:  That’s the way it currently is with proposals.  They don’t automatically pass or fail when one of the bulleted condtions in 1.5 are met—they wait for an admin to come along.
