Oh, perhaps. The victory condition just seems a bit pointless, looking at the numbers - since SHIV entered the ruleset, the average Prisoner has been gaining 0.2 SHIV per day, meaning that it will take (scams not withstanding) seven months to reach a riot. This dials it down to a single month.

I don’t disagree with the prescription, just the specific solution on display. (Selfishly, it also creates a huge disparity in likelihood between Riot and Escape.)
