In “News”, remove “The Ministry of Information may not give a Cell a Most Wanted score of 5 or less if it has authored a proposal, sent a Communication, or submitted an Application in the last Cycle.”, then add new paragraphs after the first:-

If a Cell has no Adherents and/or has an Ideology with no terms in it, then it is Harmless. The Ministry of Information may not give a Harmless Cell a Most Wanted score above 5.

The Ministry of Information may not give a non-Harmless Cell a Most Wanted score of 5 or less if it has authored a proposal, sent a Communication, or submitted an Application in the last Cycle.

Flagging here that My Socrates Note might still be pending at the time of writing, I don’t think it was legal to fail it yet. (1-1-4 doesn’t meet “could not become Popular” of Influence Quorum, since four more FOR votes would make it 6-0-4.)
