Doesn’t amend the ruleset.  Also, conceptually, why should a sea territory be considered as Behind the Iron Curtain (and why this one?)

Spike: Actually, it does.  There’s only one official list of territories behind the iron curtain, and it’s in the ruleset.  Conceptually, any sea that is controlled (occupied) by the soviet navy could be considered behind the iron curtain.  Practically, this one because it is behind the red line on the map that shows where the iron curtain is.  I would like to see the Black and Caspian seas behind the Iron Curtain, too, just to give a little bit of maneuverability to those uf us stuck there.
