I was thinking about two things, and not everyone has a Slack account, so:
1. What should we do about Cuddlebeam, if anything? He seems to have the same problem as the new-player problem, but Cuddlebeam worked to get the 44, so should we do anything?
2. What should we do for the endgame?

If you mean what to do about a player who can potentially unidle with a comparatively high level of one resource, the obvious answer seems to be just keep it in mind when proposing victory conditions or new mechanics.
Adjusting an idle player’s outlier stats is always an option - if they’d remained active all this time, they would have been targetted by other players, and lost IE the same way that the other high-IE players have. A fair attempt to model “if you had remained active and played averagely, here’s how much IE you would have lost or gained” seems reasonable for idle players.

Alternatively, starting off idlers as new players may be a strong option.

I’m not sure. When I first joined, new players were relegated to a state where they would be unable to do anything besides propose and vote.
