I’d love a clarification:

The difference between Secret Rules, and Encrypted Rules, and how I can know about the former.

Encrypted rules are listed in the Codex Rule and are accesible to anyone who can decrypt them.

Secret rules, are well, secret, although they are referenced somewhere in the Ruleset.
