Proposal: Reset Properly Properly

Perform the following actions, in order.
1) Move all Dynastic Rules to the RED section of the Dynastic Rules.
2) Move the following Dynastic Rules to the ULTRAVIOLET section of the Dynastic Rules, along with all of their subrules, subrules of their subrules, etc:
* Clearance Levels
* Clones
* Naming Scheme
3) Set the Clearance Level of all Citizens to RED
4) Set the treason of all Citizens to 0.
5) Set the PP of all Citizens to 0.
6) Set the Clone-Number of all Citizens to 1.
7) Set the Clearance Level of lilomar to ULTRAVIOLET
